All but the final photo are genuine and record a real incident that took place at Roundstone Pier, Conemmara, Galway in September 2004. Sadly, the final photo is a fake (Snopes - the urban myth debunking website - has the full breakdown here) but it's the final photo that does act as the punchline.
Fake or not, I used to use this sequence when I was teaching problem-solving to cops. What it demonstrated was that famous idiom - often ascribed to Einstein or Benjamin Franklin but probably said by neither - about madness: 'doing the same thing over and over again and expecting a different result'.
If a problem didn't go away when, time and time again, you threw lots of cops and police resources at it, then maybe you should consider a different approach?
